<p><P>PROBLEM TO BE SOLVED: To provide an image processing apparatus for smoothly switching a region of interest. <P>SOLUTION: In switching the region of interest from a first region of interest to a second region of interest, a control section 104 sets an intermediate region on a frame image included in a motion picture so as to be closer in terms of space and time than the second region of interest. A coding section 1013 generates a coded stream, including the coded data of the first region of interest, the coded data of the second region of interest, and the coded data of intermediate region.
