PROBLEM TO BE SOLVED: To provide a communication method securing a real time property, to provide a service control apparatus, and to provide a program. SOLUTION: The communication method in the service control apparatus for providing terminals with a service includes: receiving, from the terminals, a message indicating a transmission request of user data; and transmitting, to the terminals, dummy data from a time point when receiving the message to a time point when transmitting the user data to the terminal to secure a transmission channel for the terminal.
