<P>PROBLEM TO BE SOLVED: To provide a plate loading controller of a stencil printing machine which can wind-attach a stencil paper on outer circumference of a printing plate cylinder. Ž<P>SOLUTION: The plate loading controller includes: a plate making mechanism 2; the printing plate cylinder 5; a bendable sheet member 26 cantilevered at the end of the discharge downstream of the plate making mechanism 2; a rotation amount detection part which detects the respective amounts of rotation of the platen roller 23 and the printing plate cylinder 5; a controlling part wherein the driving part of the printing plate cylinder 5; and the driving part of the platen roller 23 are electrically connected. A loosening formation process, wherein the stencil paper N is loosened by calculating a stencil paper discharge speed V1 by the platen roller 23 and a stencil paper wind-attaching speed V2 by the printing plate cylinder 5 based on the data input from the rotation amount detection part and making the stencil paper wind-attaching speed V2 relatively slower than the stencil paper discharge speed V1, and a bending process, wherein the loosening is removed by making the stencil paper wind-attaching speed V2 faster than the stencil paper discharge speed V1 and bending the sheet member 26 by the stencil paper N, are conducted alternately.
