PROBLEM TO BE SOLVED: To embed a symbol for indicating electronic watermark information in a form suitable for a band where the information is embedded, when transmitting the watermark information embedded in various kinds of bands of a carrier signal. SOLUTION: A band dividing section 110 divides the carrier signal xp(n) into a plurality of band carrier signals. An embedding section 120-0 etc. performs modulation using a modulation signal that a modulation signal creation section 140 outputs to a low component of an amplitude sequence of a band carrier signal X(ω00) etc. A band synthesizing section 130 synthesizes the modulated band carrier signal where the information is embedded, with other band carrier signals which is output by the band dividing section 110. The modulation signal creation section 140 outputs a modulation signal with a frequency or an amplitude dependent on each carrier signal where the information is embedded, the modulation signal being applied to various kinds of carrier signals where the information is embedded.
