PURPOSE: An inter prediction device and image coding/decoding device are provided to efficiently estimate and compensate motion of block. CONSTITUTION: A same time reference picture storing unit(410) stores plural reference pictures at same time. A motion estimating unit(420) generates motion vector by estimating motion of the block using the plural reference pictures. A motion compensating unit(430) compensates motion using motion vector in the picture. The motion compensating unit generates and output prediction block.
