PROBLEM TO BE SOLVED: To reduce the load on a body of a worker, and to enhance the working efficiency in a work for attaching/detaching a cover to cover a structure when cleaning the structure installed under a floor of a railroad vehicle. SOLUTION: A cooling water radiator mounting member 31 is mounted on a cooling water radiator 13, and a transmission oil radiator mounting member 32 is mounted on a transmission oil radiator 16. Then, the transmission oil radiator 16 can be turned around a connection pin 33 while being mounted on the cooling water radiator 13. When the transmission oil radiator 16 is turned around the connection pin 33, the state of the cooling water radiator 13 is changed from the state that the cooling water radiator 13 is covered by the transmission oil radiator 16 to the state that the cooling water radiator 13 is not covered by the transmission oil radiator 16 but opened, and the cooling water radiator 13 can be directly cleaned with high-pressure cleaning water.
