<P>PROBLEM TO BE SOLVED: To provide a consolidation agent for a roadbed crushed stone, which enables the formation of a coated film capable of being hardened without being whitened in a short period of time even at a low temperature and having stable hardenability and fixing strength, being less subjected to temperature and humidity, which exerts proper safety against inflammability and toxicity, and which is excellent in strength deterioration to be easily collapsed with a machine etc.; and to provide a roadbed stabilization method using the consolidation agent. <P>SOLUTION: The consolidation agent for the roadbed crushed stone contains: a terminal isocyanate group-containing urethane polymer (A) which is obtained by reacting polyether polyol (a) containing a 10-60 wt.% oxyethylene group, with an organic polyisocyanate (b); and a component (B) in which one or two benzene rings are coupled together by an ether linkage or an ester linkage to dialkylene glycol.
