PROBLEM TO BE SOLVED: To provide: a mobile communication method which can flexibly restrict transmission; a mobile station; and an exchange.

SOLUTION: The mobile communication method includes the steps of: transmitting a NAS connection setting request signal for a specific communication to an exchange MME/SGSN in a state in which an AS connection is set between a mobile station UE and a wireless access networking device eNB/RNC; determining that the setting of the NAS connection for the specific communication should be restricted when the exchange MME/SGSN receives the NAS connection setting request signal for the specific communication and predetermined conditions are satisfied; and restricting the transmission of a first connection setting request signal for the specific communication and the NAS connection setting request signal for the specific communication until a restriction time has elapsed from when the mobile station UE receives a rejection signal including the restriction time for restricting the setting of the NAS connection for the specific communication.
