PROBLEM TO BE SOLVED: To properly output road traffic information by voice. SOLUTION: A guidance output ECU (Electronic Control Unit) 1 has: an importance decision part 104 deciding whether or not display content information showing contents displayed on an indicator acquired by an information acquisition part 102 is important to a driver; a line of sight detection part 108 detecting a direction of a line of sight of the driver; a confirmation decision part 109 deciding whether the driver has confirmed the indicator or not based on vehicle position information, position information of the indicator acquired by the information acquisition part 102, and the direction of the line of sight detected by the line of sight detection part 108; and an output control part 110 making an instruction to output voice information corresponding to the indicator a prescribed time earlier to a navigation ECU 21 when it is decided that the information is important and when it is decided that the driver has not confirmed the indicator.
