<P>PROBLEM TO BE SOLVED: To provide an image processing apparatus, image processing method and program for improving accuracy in flaw detection of testing objects. Ž<P>SOLUTION: The image processing apparatus comprises conversion target domain selecting section which sequentially selects conversion target domains from input image as a part of the input image, peripheral domain extracting section which extracts various types of a plurality of peripheral domains containing respective conversion target domain for each of the above plurality of conversion target domains, image converting section which converts images of the conversion target domain for each of the plurality of peripheral domains per conversion target domain by using images of the peripheral domain to generate a plurality of conversion images, and output image generating section which generates plural output images by combining the plurality of conversion images associated with the plurality of conversion target domains for each type of the plurality of peripheral domains.
