PURPOSE: A plasma display device is provided to stably operate a power-on sequence by compensating the increase of a firing voltage due to the non-uniformity of space between a scan electrode and a sustain electrode. CONSTITUTION: The upper panel(10) comprises a sustain electrode pair formed on a upper plate(11). The sustain electrode pair is classified into a scan electrode(12) and a sustain electrode(13). The sustain electrode pair restricts a discharge current. The sustain electrode pair is covered with the upper dielectric layer(14) insulating between an electrode pair. A protection film layer(15) is formed in the upper side of the upper dielectric layer. A lower panel(20) comprises partition walls(22a,22b) dividing a plurality of discharge cells formed on the lower plate(21). An address electrode(23) is arranged in the sustain electrode pair with a crossed direction. A fluorescent substance(24) is spread in the surface of the partition wall and lower dielectric layer(25). The fluorescent substance is radiated by an ultraviolet ray.
