PROBLEM TO BE SOLVED: To provide a method for producing a papermaking base material that has excellent dispersed state of reinforcing fibers (no reaggregation) and excellent mechanical characteristics of a molded article in producing a molded article mixed with a thermoplastic resin in a short time. SOLUTION: The method for producing a papermaking base material containing a reinforcing fiber base material includes: at least a step (I) for feeding a reinforcing fiber bundle to a dispersion medium; a step (II) for preparing a slurry in which the reinforcing fiber constituting the reinforcing fiber bundle is dispersed in the dispersion medium; a step (III) for transporting the slurry; and a step (IV) for removing the dispersion medium from the slurry to give a reinforcing fiber-containing papermaking base material. The steps (I)-(IV) are carried out on-line. The height H1 of the liquid level of the slurry in the step (II) is higher than the height H2 of the liquid level of the slurry in the step (IV).
