PROBLEM TO BE SOLVED: To provide a GPS receiving apparatus and a GPS positioning system for reducing a usage of waste power during storage, and enabling rapid positioning without requiring a cumbersome operation during storage and reuse when they are activated. SOLUTION: The GPS positioning system includes: determining means (20, 21) for detecting an operating state of the GPS receiving apparatus, and determining whether an apparatus body is in a moving state or a static state; a power supply control means (16) for turning on a GPS power supply if the apparatus body enters into the static state, and turning off the GPS power supply if the apparatus body enters into the moving state; and navigation message obtaining means (10-12) for obtaining a navigation message through a communication network, and obtains the navigation message through a navigation data obtaining means if the apparatus body enters into the moving state, and updates the navigation message stored in a storage means (19) by using the obtained navigation message.
