PROBLEM TO BE SOLVED: To provide an image forming apparatus that is free from causing image quality defects due to ghost. SOLUTION: The image forming apparatus of an eraseless system has a photoreceptor, a charging device using a contact type charging roller, an exposure device, a developing device, and a transfer device. The image forming apparatus performs next charging without a static eliminator at the downstream side in the rotation direction of the photoreceptor to the transfer device. A predetermined value is employed for a resistance value of the charging roller itself, and resistivity of a surface layer and a layer thickness of the surface layer are employed for a rubber layer being a component. Thereby, the image forming apparatus prevents the occurrence of the ghost by controlling the variation of charging capability and a charge injection phenomenon due to environment.
