<P>PROBLEM TO BE SOLVED: To provide a fuel supply device and a fuel supply method capable of maintaining micro-bubble in fuel for a long period of time and atomizing injected fuel. Ž<P>SOLUTION: The fuel supply device and the fuel supply method includes a fuel tank storing fuel having polar molecular added therein, a micro-bubble mixing means mixing micro-bubbles in fuel, and an injection valve injecting fuel, and inject fuel from the fuel injection valve after micro-bubbles are mixed in the fuel having polar molecular mixed therein by the micro-bubble mixing means.
