<P>PROBLEM TO BE SOLVED: To provide a device and a method for expanding a metallic circular cylinder by which the tube expansion limit is widened by obtaining uniform extension in each part in the circumferential direction of the metallic circular cylinder, the cross-sectional shape of the metallic circular cylinder after expansion is formed into a target circular shape and the inner surface of the metallic circular cylinder is prevented from generating abrasions. Ž<P>SOLUTION: The device and method for expanding a metallic circular cylinder comprises: a tapered shaft 2 whose outer diameter changes to a shaft direction; and a plurality of segments 3 arranged to the circumferential direction around the tapered shaft 2, the outer circumferential sides of the segments 3 are provided with segment rolls 4, the inner circumferential side tapered parts 6 of the segments 3 are contacted with the tapered shaft 2, by relatively moving the segment group 33 and the tapered shaft 2 to the shaft direction, the segment group 33 is moved to a direction far from the shaft center of the tapered shaft 2, and, upon the relative movement of the segment group 33 and the tapered shaft 2, a metallic circular cylinder 10 and the segment group 33 have relatively different rotational speeds around the tapered shaft 2.
