PROBLEM TO BE SOLVED: To estimate an installation height and to automatically optimize the directionality of an antenna, according to such an installation height. SOLUTION: A base station 1 is provided with a separation part 12, which is configured to separate signals transmitted from a mobile device 2 for each path, and an antenna directionality control part 11 that is configured so as to determine the vertical directionality of an antenna, according to the number of separated paths.
