PROBLEM TO BE SOLVED: To provide a method and an apparatus for predicting decision making of a human which give no physical/mental stress on a subject while suppressing an introduction cost and a maintenance cost. SOLUTION: The method is used for constructing a prediction model for predicting a human action by measuring brain activity information of a specific area and by using the measured brain activity information. The specific area is one of an auxiliary part B1 which has a vertical width of 10% from the bottom to 20% from the top of the distance between Nz and Cz when the direction from Fpz to Cz according to the ten-twenty electrode system of International Federation is set as the upper side and a horizontal width of almost 4% each of the distance between T3 and T4 from Fpz in the directions of T3 and T4, an auxiliary part B2 which has a vertical width of 10% of the distance between Nz and Cz from the bottom when the direction from Fpz to Cz is set as the upper side and a horizontal width of 10% each of the distance between T3 and T4 from Fpz in the directions of T3 and T4, and an auxiliary part C which has a vertical width of 20% of the distance between the Nz and Cz in the direction from Fpz to Cz and a horizontal width of 20% to almost 28% of the distance between T3 and T4 in the direction from Fpz to T3.
