PROBLEM TO BE SOLVED: To provide a behavior estimating device capable of shortening the time required for detecting a predetermined strength executed by a user. SOLUTION: In the behavior estimation processing executed by an image processor, an image picked up by an image pickup apparatus is obtained (S110), a heat source image from a heat source camera is obtained (S130), and each characteristic point of a driver reflected in the picked-up image is extracted (S150). Each template for detecting any carried-in article is collated with the heat source image, any carried-in article in a cabin is detected, and information on any present object for the carried-in article is generated (S230). Further, the behavior estimation model to be collated with the detection characteristic point is converged into a basic pattern in which the carried-in article is not used when executing the specified behavior, and the behavior estimation model corresponding to the specified behavior executable by using the carried-in article present in the cabin (S250).
