<P>PROBLEM TO BE SOLVED: To eliminate delay required for checksum calculation while keeping consistency of a checksum operation used in packet processing. Ž<P>SOLUTION: The packet creating apparatus is provided with a packet creating means for putting a predetermined value in the checksum field of a header and imparting checksum data to the end of a payload following the header.
