PURPOSE: A membrane protector is provided to maintain proper concentration of a colloidal material in a reservoir by continuously removing precipitated sludge and colloidal materials through a scraper and a weir. CONSTITUTION: An apparatus for treating waste water and processing wastewater uses the principle precipitating colloidal material having a big diameter with a flow path(5) and an inclination plate(7) on a membrane and the principle removing and separating the colloidal materials with a bubble flow path(4) and the inclination plate. A bubble distribution plate(2) uniformly distributes bubbles with a groove on a circular plate.
