PURPOSE: A TV stand hinge and a computer monitor with a damper are provided to mount an O-ring between a shaft and an O-ring guide as a damper. CONSTITUTION: A shaft(50) is combined on a through hole of a fixing bracket. A tilt bracket(30) is integrally fixed on both ends of the shaft. An O-ring groove(512) is formed in a main body member(51) of the shaft at regular interval. An O-ring(60) is installed in the shaft using the O-ring groove. An O-ring guide(20) is positioned to close to the O-ring.
