PROBLEM TO BE SOLVED: To provide a dispersant for a hydraulic composition, whose shrinkage reducing performance is remarkably improved while maintaining the dispersion performance of the hydraulic composition. SOLUTION: The dispersant contains (A): one or more kinds selected from the group consisting of alkyl phosphates having a monoester ratio of≤45 wt% or its salts and polyoxyalkylene alkyl ether phosphates having a monoester ratio of≤45 wt% or its salts, and (B): a polymer or a copolymer obtained by polymerizing a mixture of monomers containing an ethylenically unsaturated monomer with a polyoxyalkylene group having 2-300 average number of added moles, or their salt.
