PROBLEM TO BE SOLVED: To provide a digital broadcasting system, a transmission system apparatus therefor, an an emergency broadcast processing apparatus, a data server and a receiver by which emergency information such as disaster information or disaster prevention information can accurately and speedily be reported. SOLUTION: When there is an emergency broadcast request instruction, an emergency broadcast processing apparatus 117 responds thereto, creates an emergency broadcast TS by disposing, in an AC carrier or the like, a starting/ending flag, a transmission/signal class and contents of emergency information, and the emergency broadcast TS is compression-coded and sent to a re-multiplexing device 113 by a TS encoder 112 and multiplexed with a normal broadcast TS.
