Provided are a radio base station device and a mobile terminal device which can perform cell selection at a high-speed cell switching cycle upon a handover.  The radio base station device includes: a plurality of transmission/reception units (1b, 1c) which can extend to a far position; an FCS application judgment unit (111) which judges whether to apply a high-speed cell selection upon a handover in accordance with information from the mobile terminal device; and a multi-scheduling control unit (110) which controls whether to perform or stop transmission by a first and a second transmission/reception unit if the FCS application judgment unit (111) has judged to apply the FCS.
