PURPOSE: A highly absorbent vegetation mat, a manufacturing device thereof, and a manufacturing method therefor are provided to provide a natural environment while preventing soil loss by combining fabric materials with a slope protecting material made from a three dimensional mesh. CONSTITUTION: A highly absorbent vegetation mat(46) comprises a slope-protecting material(16) and a mixed fiber material(34). The slope-protecting materials are made with synthetic resin filaments formed into a concavo-convex three dimensional net. The mixed fiber material is adhered to the slope-protecting material, and comprises a plant seed(26), natural fiber(20), and super absorbent resin(28).
