<P>PROBLEM TO BE SOLVED: To provide an impregnated paper for floor materials having high interlaminar strength and impact resistance and capable of covering unevenness formed on the surface of a floor material even in the case of using a soft veneer plywood having poor surface property as a plywood. Ž<P>SOLUTION: The multi-ply impregnating paper for floor materials having at least two layers comprising a front layer and a back layer has a Klemm water-absorption of 80-113 mm measured in conformity with the "Paper and board - Determination of water absorptiveness - Klemm method" described in JIS-P8141(2004) and an oil absorption of 0.5-2.2 sec measured in conformity with the "Paper and board - Determination of oil repellency - Kit method" described in J.
