<P>PROBLEM TO BE SOLVED: To provide a relative permittivity/conductivity measuring apparatus, capable of measuring the relative permittivity and conductivity of a measurement object by using general water, etc. as a standard solution. Ž<P>SOLUTION: The relative permittivity/conductivity measuring apparatus 10 includes: a semistandard solution table containing hardness, relative permittivity and conductivity for each semistandard solution; and a hardness sensor 16 (part for obtaining the hardness of a semistandard solution) for obtaining the hardness, in order to determine the relative permittivity and conductivity of a semistandard solution that is used to measure the relative permittivity ε<SB>r</SB>' and conductivity σ' of a measurement object 26. A relative permittivity and conductivity calculating part 30 reads out, from the semistandard solution table, the relative permittivity ε<SB>r</SB>and conductivity σ of the semistandard solution, that is used to measure the relative permittivity ε<SB>r</SB>' and the conductivity σ', corresponding to the hardness of the measurement object 26 obtained by the hardness sensor 16; and at least one of the relative permittivity ε<SB>r</SB>' and conductivity σ' of the measurement object 26 is determined, based on the relative permittivity ε<SB>r</SB>and conductivity σ and the amplitude ratio Δamp which are read out, and the phase difference Δϕ of each output signal measured with respect to the measurement object 26.
