PROBLEM TO BE SOLVED: To provide a bill handling device improved in utilization of the device by reducing the withdrawal transaction time. SOLUTION: The device includes a transaction log storage part 13 storing transaction logs. When frequent withdrawal transaction is determined in a certain period based on the transaction logs stored in the storage part 13, the withdrawal transaction takes precedence in the period. If the withdrawal transaction takes precedence, after the previous transaction is completed, bills to be withdrawn are carried from a bill storage part to a customer part before the next transaction is started.
