PROBLEM TO BE SOLVED: To efficiently improve cleaning performance to remove residual non-transferred toner remaining on an image carrier after transfer. SOLUTION: The cleaning device 4 for a photoreceptor 2 includes a brush roller 4a to which brush roller bias V<SB>1</SB>(V) for forming electric field having a polarity reverse to toner on the photoreceptor 2 after transferring a toner image electrified to have a predetermined polarity is applied, and a collecting roller 4c which abuts on the brush roller 4a and to which collecting roller bias V<SB>2</SB>(V) for forming the electric field having the polarity reverse to the toner on the brush roller 4a is applied, wherein collecting bias V<SB>cl</SB>(V) that is the absolute value of a bias difference between the collecting roller bias V<SB>2</SB>(V) and the brush roller bias V<SB>1</SB>(V) is equal to or under the absolute value of discharge start voltage V<SB>th</SB>(V) between the brush roller 4a and the collecting roller 4c holding toner in between.
