PROBLEM TO BE SOLVED: To provide a lens barrel capable of adjusting the inclination of a lens with respect to an optical axis, and to provide an optical instrument. SOLUTION: The lens barrel (100) includes: a holding frame (132) which has a first part (209) and a second part (207) which are provided at an interval from each other and holds an optical system (131); an adjustment part (190) which is provided in a position held between the first part and the second part and can adjust the inclination of the first part with respect to a fixed part (198); and an attachment part (192) which has a part (193) facing the adjustment part and by which the second part is attached to the fixed part.
