<P>PROBLEM TO BE SOLVED: To prevent a deterioration in the operation rate of the mounting operation of an electronic component by coping with trouble due to splicing for splicing a storage tape. Ž<P>SOLUTION: In the case when the entanglement of a cover tape is caused, a counter 124 for counting the number of times of backward feed drives of the storage tape is set at "2", and the backward feed drive of the storage tape is started to reverse the designated pitch feed portion. The entanglement is solved by the first or second backward feed drive of the storage tape. A peeling lever 59 is rocked counterclockwise, and a detecting sensor 67 is in a light-transmitted state. When the stretched state of the cover tape Ca is solved, a CPU 110 forward-drives a driving motor 42 for collecting the cover tape, and sets a watchdog timer 121. By the forward driving of this driving motor 42, the gear 47 and the gear 51 rotate in such a state that the cover tape Ca is sandwiched therebetween, and the tension of the loosened cover tape Ca is restored to proper tension.
