When a radio base station eNB transmits downlink data, a transmission side timer is started. When the radio base station eNB has not transmitted any downlink data during a period from the start to the expiration of the transmission side timer, the downlink data reception cycle is modified in a mobile station UE. When the mobile station UE has received downlink data, a reception side timer is started. When the mobile station UE has not received any downlink data during a period from the start to the expiration of the reception side timer, the downlink data reception cycle is modified in the mobile station UE. The reception side timer is set to a longer time than the transmission side timer.
