PROBLEM TO BE SOLVED: To provide a developing solution for preventing residue of a color photosensitive composition on a substrate and a black matrix, preventing uneven development within the surface of a large substrate, in a developing step for a color photosensitive composition layer applied on a substrate, and to provide an image forming method with good productivity, and a color filter preventing generation of residues. SOLUTION: The alkali developing solution for a color photosensitive composition contains: (A) a nonionic surfactant containing (A-1) polyoxyalkylene monostyrylphenylether and (A-2) polyoxyalkylene distyrylphenylether, in a mass ratio [(A-1)/ä(A-1)+(A-2)}] of 0.2 to 0.9; and (B) a basic composition containing (B-1) potassium hydroxide.
