PROBLEM TO BE SOLVED: To provide a phospholipid membrane-having polymer base material in which a hydrophilic section of the phospholipid can easily be oriented toward the surface side, and stability and flowability of the phospholipid can be obtained, and to provide its manufacturing method. SOLUTION: This phospholipid membrane-having polymer base material comprises a hydrophobic polymer base material 11, a graft chain 12 composed of a hydrophobic group and formed on a surface of the polymer base material 11, and a phospholipid membrane 17 so formed thereto that the phospholipid 14 has an affinity for the graft chain 12 and is adsorbed. The hydrophobic group of the graft chain 12 is preferably a 6C-12C alkylene group. The polymer base material having the phospholipid membrane 17 is manufactured by steps of forming the graft chain 12 having an alkylene group on a surface of the hydrophobic polymer base material 11, immersing the polymer base material 11 in a suspension in which the phospholipid 14 is dispersed, and pulling it out of the suspension and drying it.
