<P>PROBLEM TO BE SOLVED: To provide a polyester resin composition for powder coatings, which can give the powder coatings excellent in weatherability, smoothness and low temperature curability of coating films, and to provide a powder coating using the same. Ž<P>SOLUTION: The polyester resin composition for powder coatings, has a gelling time of 9 to 14 minutes at 160°C and is a resin composition prepared by: polycondensing isophthalic acid as a main dicarboxylic acid component with neopentyl glycol as a main glycol component; adding a 4-12C aliphatic dicarboxylic acid in an amount of 1 to 10 mol% based on the acid component to form the polyester resin wherein ≥50% of the terminal structures of the polyester are the 4-12C aliphatic dicarboxylic acid; and then adding a β-hydroxyalkylamide-based curing agent to the formed polyester in an amount of 0.7 to 1.2 times equivalents the acid value of the polyester resin.
