<P>PROBLEM TO BE SOLVED: To estimate an influence on controller performance in advance, for control to be rarely and irregularly performed, without placing any load on the controller in operation or the like. Ž<P>SOLUTION: In a management device 1001, an information collection part 1009 preliminarily collects information necessary for performance estimation from a controller 1003 or the like when starting the operation of a network system, and stores the collected information in a performance information database 1010. When it is required to perform the control to be rarely and irregularly performed during the operation of the system, an estimation part 1011 estimates the influence on the controller performance by the performed control by use of the information stored in the performance information database 1010. Thereby, the influence on the controller performance can be estimated without increasing the arithmetic processing of the controller in operation or the network traffic.
