PROBLEM TO BE SOLVED: To provide a medicinal composition used for administering a low molecular medicine and a polymer compound such as a peptide or a protein by a method other than injection in a good efficiency, and a method for producing such a composition. SOLUTION: Provided is a medicinal composition for administration via mucous membrane containing (a) a medicine having a positive or a negative electric charge at a prescribed pH, (b) pharmaceutically acceptable microparticles and (c) a pharmaceutically acceptable surface-coating polymer electrostatically chargeable at the pH, characterized in that the surface-coating polymer covers the surface of the microparticles, the medicine is fixed on the surface of the microparticles through the surface-coating polymer and also a composite material is formed by the interaction of the microparticles and the surface-coating polymer with each other like a non-covalent bond, and at the same time by the electrostatic interaction of the surface-coating polymer and the medicine with each other.
