An instruction for performing the processing of writing an initial value to the counter of the second timer is written at the beginning of the program for interruption processing of the ROM, an instruction for reading the value of the counter of the second timer is written at the end, and the CPU compares the value read from the counter of the second timer with the threshold after the performance of the program for the interruption processing is ended, and determines the fraudulent action on the basis of the compared result.
