PROBLEM TO BE SOLVED: To reduce power consumption of a mobile device, in a standby mode at the occurrence of a disaster or the like. SOLUTION: In a mobile communication system including a plurality of normal communication cells 10, an emergency standby cell 12 is set which has an area larger than that of the normal communication cells 10 and can perform unidirectional communication, such as paging. When a disaster occurs, information of the emergency standby cell is broadcast to mobile devices by CBS, thereby each mobile devices moves to an emergency mode in which the emergency standby cell is used.
