PROBLEM TO BE SOLVED: To provide a heat shielding and insulating structure for a building and a construction method providing a comfortable living environment without depending on an air conditioner. SOLUTION: A heat insulating material made of foam resin, a heat shielding material with aluminum sheets stuck to both faces of a cellular cushioning material sheet, and a ventilating sheet having many projections on the surface to substantially come in point contact with the heat shielding material, are laminated in this order on the upper face of a roof structure plate. A roof material is mounted on the upper face of the ventilating sheet through a waterproof sheet. Radiant heat from the roof material is shielded by the heat shielding material, while the ventilating sheet forms a ventilating layer, and radiant heat and convection heat to the indoor side are prevented through the roof structure plate.
