PROBLEM TO BE SOLVED: To suppress the increase of traffic in a network. SOLUTION: The on-board communication apparatus 10 controls a communication amount with another vehicle 1 on the basis of network control information, acquires it as traffic information, and transmits it to the center system 20. In the meantime, the center system 20 determines a communication condition relating to the network on the basis of the traffic information received from a vehicle 1, generates the network control information on the basis of the determined result, and also transmits the network control information to the vehicle 1 of a node which has received the traffic information.
