PROBLEM TO BE SOLVED: To provide a data processing apparatus and method, and a program, reducing data processing time associated with increase in circuit scale, and applying processing data to data of a database and the like. SOLUTION: This data processing apparatus 10 includes: a circuit data providing section 11 for providing circuit data including a character string; a replacement processing section 13 which performs replacement processing for bijectively mapping a character string of the provided circuit data to integer values; and a data development processing section 16 for performing data processing including hierarchical development processing for the circuit data of integer values replaced by the replacement processing section.
