PROBLEM TO BE SOLVED: To provide a forecast apparatus which can determine whether or not an observation target can be seen from a forecast spot with high precision. SOLUTION: The forecast apparatus 1 determines whether or not an observation object can be seen from a forecast spot using prediction data in which the quantity of water of a cloud or the quantity of a cloud indicating the state of the atmosphere is calculated for each cubic lattice obtained by dividing a target area into a predetermined size. The forecast apparatus 1 includes a processing section 10 for performing a step of specifying a cubic lattice through which a line connecting the forecast spot and the observation object passes, a step of adding the quantity of water of a cloud or the quantity of a cloud of each specified cubic lattice, and a step of determining that the observation object can be seen from the forecast spot when the added value is a determination threshold or less.
