PURPOSE: A waste plastic cutter of a foreign material and waste plastic bag separating device is provided to collect and remove all kinds of foreign materials from a waste plastic bag, and to improve economical efficiency of the waste plastic cutter. CONSTITUTION: A waste plastic cutter of a foreign material and waste plastic bag separating device comprises the following: a main housing(20) of which bottom is opened and including a waste plastic bag input hole(21); an upper blades guide pipe(50) welded on a supporter(53) fixed on the main housing with a blade assembling hole(51); a lower blades guide pipe(60) placed on a location which is correspond to the upper blades guide pipe; and a high speed rotation shaft(80) assembled with a low speed rotation shaft.
