<P>PROBLEM TO BE SOLVED: To provide a system allowing a sightseer visiting a sightseeing spot to obtain local information present in a peripheral area by use of a cellphone mounted with a GPS, and allowing an information distributor to provide new service to the sightseer. <P>SOLUTION: When the sightseer having visited the sightseeing spot accesses a server 8 from the cellphone 5 mounted with the GPS and transmits position information, the sightseer downloads information included in a distribution range from inside the local information already registered in a database of the server 8, and the information provider 9 performs the service by the download by the sightseer. So as to register the local information, the information provider 9 applies to a reception center 6 for a placement request of the local information. The reception center 6 transmits request contents to a production center 1, and the production center 1 produces a content by use of a content production device 2 and transmits it to the reception center 6. The reception center 6 registers the local information from a service management device 7 by use of a service management application present in the server 8.
