<P>PROBLEM TO BE SOLVED: To improve the compression efficiency of an image. <P>SOLUTION: With respect to a 4×4 pixel brightness block A<SB>Y</SB>, a movement prediction/compensation process for luminance signal is performed by using a template region B<SB>Y</SB>, made of encoded pixels and adjoining to the brightness block A<SB>Y</SB>, and thereby motion vector information V<SB>Y</SB>is obtained. In a peripheral area E which serves as a search area, with the center of motion vector information V<SB>Y</SB>' obtained by scaling the motion vector information V<SB>Y</SB>, a color difference intra TP movement prediction/correction unit performs movement prediction of color difference signals Cb and Cr, with respect to 2×2 pixel color difference block A<SB>C</SB>by using a template region B<SB>c</SB>made of encoded pixels and adjoining the luminance block A<SB>c</SB>.
