PROBLEM TO BE SOLVED: To improve the compression efficiency of an image.

SOLUTION: With respect to a 4×4 pixel brightness block AY, a movement prediction/compensation process for luminance signal is performed by using a template region BY, made of encoded pixels and adjoining to the brightness block AY, and thereby motion vector information VYis obtained. In a peripheral area E which serves as a search area, with the center of motion vector information VY' obtained by scaling the motion vector information VY, a color difference intra TP movement prediction/correction unit performs movement prediction of color difference signals Cb and Cr, with respect to 2×2 pixel color difference block ACby using a template region Bcmade of encoded pixels and adjoining the luminance block Ac. As an example, the present invention can be applied to image encoding devices for encoding using an H.264/AVC method.
