PROBLEM TO BE SOLVED: To provide a manufacturing method of a catalyst carrier with an appropriate catalyst layer structure, to provide a manufacturing method of a membrane electrode assembly, and to provide a manufacturing method of a fuel cell.

SOLUTION: The method includes a lamination process of forming a laminated body of a mixture layer and an intermediate layer by alternately repeating several times a process of sputtering or depositing a mixture layer containing a first pore-forming metal and catalyst metal on a base substrate and a process of forming a second pore-forming metal intermediate layer or a fibrous carbon intermediate layer, and, after the lamination process, a pore-forming process carrying out pore-forming process on the laminated body.
