<P>PROBLEM TO BE SOLVED: To reduce power consumption for a portable terminal device in which increase of power consumption progresses in association with introduction of high functions/multi-functions. <P>SOLUTION: A power control unit 104 controls an operation clock and voltage of a character input control unit 121 according to a character input operation state measured by an operation state measuring unit 123.
