<P>PROBLEM TO BE SOLVED: To provide a video signal processing method and a video image signal processor, which can cancel the sense of incongruity caused by missing and nonuniformity of OSD images with simple configuration and also suppress the sense of incongruity caused by image difference between the synthetic portion of an OSD image and the other portion. <P>SOLUTION: It is determined whether the input image is an image obtained by the 2-3 pull down from the source image of 24 Hz. When the 2-3 pull down is carried out, the original OSD image generated by frame rate 24 Hz is then converted into the image of 60 Hz.
